The engine has been hard to start and would not idle at low RPMs.
I cleaned out the fuel system and carburetor.
How do I set the jets first to start the machine then achieve and maintain a stable idle RPM and provide power under load.

You would get more help in the John Deere vintage forum. There are hidden passages that won't come clean with traditional carb cleaning techniques and need to be drilled out by hand with small drill bits. The guys with those 2 cyls will be much better at describing the setup.
