Backhoe Case 580C Transmission Problem

I recently bought a Case 580C, It wasn't till I was driving it home that I realized the machine wouldn't move up any kind of incline in 3rd or 4th gears. 1st, 2nd & reverse seem fine. I see a lot of talk of "Shuttle Packs" being an issue. Is the shuttle pack part of the transmission or is it separate for the transmission?? I'm new and clueless to this type of machine and am learning as I go. Would appreciate any help PLEASE

Older machines do not have a lock up converter and don't climb grades very well in higher gears.
