Backhoe case 580sk

Hi I have a case 580 sk backhoe 1992 the forward and reverse shuttle locks into gear,it is not a linkage problem I have taken the spool valve off several times and it is in perfect shape the spring detent works as it should. A mechanic told me he thought it could be a broken spring in the shuttle that is not releasing pressure which is causing the spool to lock in gear. I was wondering if anyone knows if this is the cause? I would appreaciate any feedback. One otherthing I was wondering before it started locking in gear when I would drive down the road in 4th gear and climb a hill it would slow down without loss of rpm I thought torque converter might be getting weak? thank you jim
