Hello, I have a Case IH995 1992 model tractor and the three point hitch wont lower under load. It raises and lowers just fine with no load and there is no problem at any time raising it. If you stand on the lift arms they wont go down until you remove almost all pressure on them. It will go down in about 15 minutes with a load on it after the tractor has been turned off. I was running a flail mower and hit a stump I didnt see and that stopped the tractor so a pretty good impact and the problem started shortly after that. This tractor has draft control and the problem is the same no matter the position of any of the controls except with the draft control on full light which causes the hitch to raise as it is supposed to.
