When I built my fire wood crates I parked the tractor on the cattle fence, pinned it down with the bucket, and pulled up while hitting each wire with a dead blow mallet to give it a sharper bend.

I got them bent using a piece of angle iron and the bucket serving as a wedge. It worked okay. After the three bends I still had to touch some up with a hammer a little bit because of the bends being so close together. The chipmunks and squirrels will never know the difference.

I use a fairly heavy length of 2" angle laid on top of the panel where I wish to put the bend. Then I use a FEL bucket or ATV tire to hold down the ends of the angle while I use my hands and/or a dead blow hammer to make the bend I need. I often make three or more bends and find that not having a big object (like a bucket) on top of the panel gives me more freedom to work.
