No suggestions re: removing the old stain, but before staining any wood, apply a tin coat of good old fashioned shellac before applying stain. That will prevent a "splotchy" appearance.

This is what we use, seems to get thin after about 6-8 years on the south side of the house. Not alot of prep. work to recoat as it doesn't seem to peel. Pretty easy to apply with a mini roller when going with same color as the details blend in.

OK so it looks like the consensus is pressure washing and opaque stain if it doesn't clean up good.
I looked at the perma-chink web site and I will be contacting them for a sample of a couple of their restoration products. While expensive, but still considerably less than contracting it out, they appear to get everything off the wood! If that works I may be able to go with a lighter stain!
