I'm wondering if this could be an algae of some kind.

Looks like a foam that develops when some water is mixed with the Hydraulic fluid.

clean with diesel fuel, put it back in and fill with new hyd oil. If it was water in the oil then fill it with diesel fuel and run it just a little to clean the rest of it out and then clean again and fill with new hyd oil

I wish. That strainer is at the end of the charge pump pickup tube. The only way to access it is split the transmission. If the inside of that screen is that bad, what does the outside of it look like? I'm tempted to try flushing from the pump end of the tube with diesel and see what I get out the drain hole.

The tractor hasn't been cranked in several days. Although the oil has been drained out of the transmission for 10 minutes or so, you can see fluid is still puddled in the bottom of the screen in one of the photos. Whatever that is has really clogged this pickup screen.

I think you already hit on the only possible option for cleaning it. drain it and see if you can clean it with diesel. Are there a bunch of twists and turns to get to it or is it a fairly direct shot? Just wondering if you could use a pressure washer with siphon/diesel?

Ever take the cover off a worn engine where the sludge from blow by covers the valve springs and fill the inside of the cover ? . then remove pan and the oil intake filter is also a sludge ball. Water and oil doesn't mix just forms a sludge.

That syphon spray gun might work. There is one 90 bend in the pipe and its a pretty good diameter like 3/4" ID. I thought about running diesel fuel through a pressure washer :) straight into the hole. The large lower left hole is the one I have to go after.
