Chains clutch on case international 275 hard to disengage

I have a case international 275 with a live PTO and a 2 stage clutch it has always been hard to disengage the drive wheels. the drive wheels are supposed to stop when you push the clutch down 1/2 way and the pto disengages when the clutch is all the way down.this does not always work and you have to push the clutch to the bottom to disengage the wheels. I think that the problem may be in a hydraulic valve but i am not sure. Any thoughts?

That is a two stage clutch and they can go bad! I'd unhook the line fromt he master cylinder and put a gauge on it to see if it is bleeding out. I don't believe it is your problem as a leak is a leak and normally consistant.

Parts that might be worn and moving into different working areas will often bind up and give you inconsistantancy.

Where is the clutch for the drive wheels? Is it right behind the engine or is it back closer to the differential ?
