Sounds as though your release bearing is hanging up on the input shaft. My tractor has an access panel whereby I can grease the release bearing collar to prevent this from happening. Check the clutch housing for a removable panel; you may be able to do the same
Im not familiar with your tractor, but if the clutch pedal has a spring attached check it to see if it has lost its tension. You might only need a spring( wouldnt that be nice ).
I'm not familiar with your tractor, but some run a wet clutch which does run in UTF, and would probably not suffer the symtoms you state. Having said that, my tractor's access panel is gasketed also, but is a dry clutch; the gasket may be for nothing more than to prevent metal-to-metal contact and the associated rust issue. Try loosening the bolts and prying the cover loose to determine if the case has fluid in it. Be prepared to tighten the bolts immediately, if this is the case. No fluid; remove the cover and have a look-see
