cold weather no chains?

I dont know if its the cold or not but, I saw 2 tractors, a bobcat, and a small trackhoe style trencher, all on trailers with nothing but dumd luck holding them there. It was down to 32 this morning and I dont know if that was the reason or not. Every once in a while you will see something not secured at all around here but usualy they at least try.
I got away from these trucks asap. has anyone else noticed more dangerous set ups caused by weather?

They're just looking to test the law to see if they get spotted and get a ticket for unsecured load. I see it done by landscapers up here all the time. They figure it takes more time to secure the load than it does to drive to the next job. I try to steer clear of them.

Wow. That's plain scary. Maybe I am petty, but I call the cops when I see garbage like that. They can risk their own lives with their laziness, but not my wife and kid's.

Nothing like waiting for accident to happen...yikes.

Mrs. and I were attending country fair couple years back,and dealer left the key in the ignition also display tractor in gear...yup small boy crawling around in the cab saw the key and turn it....tractor jump foreward couple times...good thing the bucket was down.
