What he doesn't realize is that state laws can trump NTSB and ICC rules.
NTSB and ICC rules are minimum "guidelines" and the states can have stricter requirements, ie. California.
It's called "State's Rights". It's in the Constitution.

The state still can't change things like the air brake restriction to an endorsement. If they could it would completely defete the purpose of having a standardized CDL.

Do your homework. There are plenty of instances where "state's rights are tramped on.

Builder wish you were in market for a gooseneck, I rebuilt on for a friend several years ago new brakes boards and tires then it sat for 6-8yrs but it has 2-14k eletric brake axles. I bet he would let it go cheap.

I agree that air brakes are the way to go on big trailers, we have a 25ton air brake trailer that dont get used much but always seems to be handy when needed.
