SSdoxie is correct that if that is the only valve and the first valve in the circuit, the return always goes to tank.
To clear up the PB thing.
Most valves come with PB port and is not really functional if you are not adding any more valves downstream.
You can not plug a PB sleeve as that makes that valve a closed center valve.
If it came with the PB sleeve installed, you can do two things.
Remove the PB sleeve and plug the PB port and run the OUT line to tank/reservoir.
Use the PB port and tee the PB hose and the OUT hose and then run a hose to tank.
Your choice, but removing the PB sleeve and plugging the PB port would be the cheapest.
