I am assuming that my model YM 1700 has a water pump cause this picture attached looks to me like a water pump, but I have heard that some models do not and you have to add a specific blend of coolant/water for it to cool properly. Can you guys verify that is what I have and tell me what blend I need to add to the coolant system?

I would install the water pump if you use a brush hog.

...But these things are rated to put out full rated horsepower without fiddling with the cooling.

I would start with getting the radiator rodded out to restore its designed cooling capacity, and only after that see if you need to redesign the tractor.
