I had to disconnect my throttle linkage mechanism bracket with the 2 bolts and carefully move it out of the way to take off the fuel shutoff solenoid. Nothing fell off that I was aware of in the process. When I was putting it back on and checking things with the engine off, it seemed like the lever attached to the actual throttle on the carburetor was barely moving when I moved the throttle lever on the dash up and down. So I started wondering if I somehow did not have the linkage mechanism put back on correctly. But then in researching this online, I found some info about a internal mechanical governor which is what actually moves that lever which is connected to the carburetor. I hadn't realized there was any kind of mechanical governor inside this engine.

There are 2 springs attached between that same lever to the carb and the part that moves from being connected to the throttle cable. So does this mean that moving the throttle on the dash just moves the part on the mechanism which will cause the tension from the springs to either increase or decrease which allows the governor inside the engine to move that lever connected to the carburetor more or move it less, and therefore working the actual carburetor throttle? Or is that lever connected to the carb supposed to be moved by the moving part connected to the throttle cable from the dash lever?

Does anyone have this same tractor and engine that could post some good pictures of this linkage mechanism and how everything is connected?

The governor arm is connected to the throttle shaft on the carb. So engine speed is controlled by the amount of tension on the governor springs balanced by the amount of counterforce exerted by the internal governor gear. The smaller of the two springs is the governored idle spring which one end is connected to the governor arm and the other end is attached to a fixed point on the throttle control bracket., and the larger spring is the main governor spring which has it's tension changed by the moveable throttle control on the bracket.

So on your engine the idle speed is set with the idle governor spring not by the carb. So that spring will also hold the throttle on the carb close to fully if not fully open when the engine is not running.

Governor springs increase engine speed, the mechanical governor reduces engine speed. And the war between them is the set engine rpm.
