Can you subsoil then till? I was thinking a tiller with a working depth of about 10 to 12 inches above. I am in the ROCKY mountains and have had less trouble with forward rotation tillers than other plows and disks. I think this is because the tiller can climb over a large rock while some other plows hook them and then the strain to see which is tougher is on.
To pull a chisel plow I would look towards a 6110 and up.
