cylinder leaking, how to repair/rebuild?

Thank you so much for your time helping me, I will measure the wear band in the morning and post back after work. It does look like tape as it's split (supposed to be I think). Yeah there is some crud in where the gland and wiper grooves, I will clean them up.

they are all split, it looks like this by the color

the stuff is pricy and sold by the foot, but you can flip it over
