Every small engine I have worked on, the valve seal slips over the "stem" on the valve, the valve has to be dropped and the keepers removed to do this. Otherwise it is a very simple matter of slipping on the new seal. It could be a broken ring as well and that would be more costly. I overhauled a 17 hp Kohler this past winter, total cost was around $250. I ground the valves at the same time, my brother has a valve grinding set up so that didn't cost me anything.
