David brown 990 power steering problem

I have a 1970 David brown 990. When I start it up the power steering reservoir will push out hyd oil if is move the steering wheel. Do you have any idea why?

Plugged filter, ice crystals in the oil won't pass thru filter, oil too thick for the ambient temperature.
