Deck Clogging

Welcome to TBN!

A skim coat of clippings on the deck is pretty much normal. When they stack on top of each other, that's normally a sign of dampness in the grass. When you're done mowing, are the clippings stuck inside the deck damp?

Hate to even suggest it, but have you checked the blades and belts to assure everything is spinning in the right direction?
