pulled side cover and it all came out with the brake shoes attached. The arm is frozen in place and I want to lube cant figure how to get it apart... don't see any snap ring on shaft and parts diagram only show PACKING which i think is just a rubber oring. Don't want to break it ... can anyone tell me how it is retained in cover?

I don't believe it is retained. The shoes clamped into place against it is probably all there is. If it's all rusted up inside your best bet is to strip off the shoes and press it out. Or clamp it in a vise and try breaking it loose with a large wrench. That might might work for you. I've had some luck doing it that way.
