delay in 3pt lift on 574D

looking at a 574d international. Guy wants 3500 bucks. seems to be in fair condition. Engine is sound and body is great tires are 60% at least. has 540/1000 pto and one set hyd lines. While checking it out I found about a 7 second delay in the time the 3pt lever hits the full up position until the actual arms begin raising the implement. It does get the implement up, This same delay without a load. Unit also have a right brake that seems to have air in it. It will pump up on rapid pushed of the pedal but goes back to the floor and soonas you let off and repush the pedal.
transmission also has only 1st and reverse. Transmission grinds and locks into two gears even when you try to slide the lift arms and around.

Any ideas on the delay in the Lifting. It does lift the implement fine it just has a ferioue diplay

Winchester, ky. Baton Rouge is tad bit too far. I amthinking it is air because the p/s has a lag / deadspot in it as well. There isn't much information on the system available for free download on the net that I have found. I was trying to make a decision on whether to offer the guy a little less for it and take my chances. I am perfectly capable of fixing whater it is just would like to know a little more on what it may be if possible ahead of time instead of buying it and then having to do a ton of diagnostic.
