Oil & Fuel Diesel fuel line

Excuse the ignorance, but there are two "air relief" (?) devices between my fuel filter and motor. Are they air relief or primer type of devices to pump or prime fuel from the filter to the motor? The bottom one has a dripping leak and has, what I believe is, a hex type of nut that seems to be loose. Should I just tighten that down and see if the leak continues? Obviously diesel motors are not my strong suit and I firmly believe there is a lot of "smoke and mirrors" involved with them.

Those are manual bleeds. They should not leak under normal operations. Tighten them up a little. The only time I "open" them is when I either drain out my fuel bowl or change out my fuel filter. It does not take much air in your fuel system to keep it from starting. I learned this the hard way.

That's what I thought. My neighbor said they were actually a "priming" type of device that "pumped" fuel out of the filter. As I understand, when I change the fuel filter I should fill the filter bowl with diesel prior to re-installing the filter to prevent air from entering the system, then press the relief valve to allow any air to be expelled from the fuel line.
