After reading a bunch of posts I went ahead and built this contraption out of parts from the local ranch store. Some features:

15 gallon tank with handles - small but can be carried/moved/rolled by one person when fulll. Where I live no fuel deliveries possible at all in winter. I bough a couple of tanks to fill up each trip - no wheels/ramps/dollies necessary.

Rotary cast iron pump - 7.5 gal/100 cranks - not too bad

Automatic cut-off handle with lock - this is nice - you can stick it in the tank opening lock it and forget it and pump away - also it doesn't fall out.

Siphoning - if you prime the pump and gat it above the fuel tank opening if will continue to gravity feed/siphon if you set the handle at the pump crank handle at correct 30 degree angle. You can fill the thing in the back of a pickup and get a slow feed into an engine with a fill below that level.

Cost - around $150

Improvements - I'm going to add an in-line filter.
