This site seldom gets implement questions from the owner of a 10,000 pound tractor with a Category II/III Three Point Hitch.
Usually the tractors discussed here max out at 5,000 to 6,000 pounds, bare weight.
However, I am confident that you can pull a Disc Harrow with 24" diameter pans, as wide as your tractor or a little wider. This would allow you to till approximately 9" deep before pan hub, through which the axle passes, contacts the soil preventing deeper penetration. After one pass the soil will be rough. Then you would adjust gang angles to less aggressive increments and make a second pass to get the field fairly smooth.
No Disc Harrow removes weeds. Disc Harrows mix and smooth soil, disturbing weed roots and hopefully killing most. For killing weeds you would want to allow two or three days between two passes of the Disc Harrow, to maximize root disruption. With a Disc Harrow 100% of the soil is disturbed within tilling range.
Perhaps better suited to your need might be an Unverferth Perfecta, which are available to fit Category II/III size tractors. Soil moisture is less critical and soil is worked less making only one pass with a Perfecta rather than making two or more more passes with a Disc Harrow. Less potential for soil erosion with a Perfecta, because less than 100% of sub-soil is disturbed, although all surface soil is disturbed.

There are many types of Field Cultivators and Rippers which work the soil from 6" to 14" deep but only partially work top soil. This category of implements is generally referred to as Conservation Plows.
