ok first off rule of thumb on most PTO equip. is 5hp per foot of cut; so a 45hp in theory should easily handle a 9ft hog in all but the heaviest wet grass etc. SO 6FT SHOULD LOAF.
next even with a 6ft you have a very large moment of inertia to over come on startup. the blades, shaft ,stump jumper are all heavy steel. It takes a lot to get going (notice how long it takes for it to come to a stop, that should give you a clue.)
I have a CK20Hst, I engage PTO at 1000-1200 rpm, then slowly let clutch out, then increase rpm to PTO speed. Unless your 45 is way different that should work for you(or see what manual says).
I do not like to engage PTO at full rpm, puts a lot of strain on whole drive train especially if you just let clutch out or engage electric switch. I've PTO's twisted off when that's done too often.
As far as stopping just shut of PTO and let mower coast to a stop, DON'T GET NEAR BUSHHOG, OR LET ANYONE ELSE GET NEAR, IT WILL NOT STOP FOR A FOOT.
