Does anybody know what the heck this is?

My brother found it at a storage unit that was up for auction...it's about 22 inches tall and we don't have the slightest idea what it was intended to be used for. Anybody got a clue? Thanks.

Looking at the center picture it is clear to me that it is an antique, used to service the old round headlights when adding headlight fluid, this holds the light allowing one to pour with both hands . . .John

I don't know what they are, but they look something like a wine decanter, minus the flask, that i saw as a child in a posh restaurant.

Just guessing but it may have once been some sort of jug/vessel filler...the base looks well used...It would not surprise me if the adornments were added later to make it more of a conversation antique piece...
