Regardless of the adjusting lever position (lock/till/plow), the hitch will not push down on the grader blade. It just stops when it hits the ground.
Any info would be appreciated.

No tractor Three Point Hitch has down pressure.

If Three Point Hitch had down pressure, down pressure would merely raise rear wheels off the ground.

All non-PTO implements are dependent on implement weight for ground contact function on the Three Point Hitch.

Keep auditing this site and before long you will be a tractor genius.

Jeff's right, no tractors have down pressure on the 3 point. They rely on weight of the implement and I would say, even more so on the angle of your implement in many cases. In the case of a back blade, which I think is what you're talking about, lengthen the top link of the 3 point. That will tilt the blade back and make it "bite" into the material. Plows work the same way, it takes proper setup to achieve the "suck" into the soil.

Incorrect, Belarus tractors have down pressure on their 3 point.
