Can somone explain what draft control is and what position control is, and how they are used?

Position Control is just your up down movement of the 3 pt lift mechanism. that having direct impact on the up/down position of the implement. Example setting the Position Control so that it is all the way down, or say an inch of the ground or all the way up. Draft Control is a sensitivity setting. the device senses the amount of resistance on the implement, maybe a rear blade and at least mine will raise the implement if the blade encounters to much resistance as in when it grabs and really starts to dig maybe to deep or encounters a root, rock, etc.

Also be aware that some of the Kubota's have an extra special 1/4 inching control. It doesn't seem to work on my tractor, but a lot of Kubota owners complain about it.

So, if you don't have draft control, what happens when your blade (or whatever you have attached back there) encounters a rock/root/boulder it can't move? Bent blade? Stalled tractor? Damaged hitch? Spinning wheels? Or will it pop up and mess up your hydraulics? Or...?

As the name implies, the lift arms move in 1/4" increments rather than smooth and infinitly adjustable strokes. If say you were tring to hook up a plow, and needed the arms up (or down) a fraction of an inch, the inching system may jerk past the perfect position.

All of what you said could happen except mess up your hydraulics. The weakest link principle applies. There is no other clear universal answer as it depends; on the tractor and is power to weight ratio, the implement and its ability to stop the tractor, the inherent strength of the implement, etc, etc.
