The copper splices are used on cooper wire. Cooper is so expensive new cable installed is aluminum therefore most of what you may see is aluminum. don't want to use copper on aluminum and visa versa.
Older areas were line was put in many years ago may still have copper and there you will find copper splices. You can tell it is copper in the air when you get the line between you trees or other items and you can see where the copper has oxidized green.
