I had ruts this deep at my place. I used a single bottom plow, disc, and a box blade to slope the ground so that the water would run off properly.

If you don't have a plow, a middlebuster should work in breaking up the ground.

Did you have much problem with tree roots stopping the plow?
I think that would be the best tool to use, but I've had problems with the roots (which just means I have to chop them out).

Get the ruts filled with ANYTHING that you can so they don't hold water puddles and try to drag the shoulders back up onto the road, creating someplace for the water to run away. Until you get it to dry out you will get nowhere.....
