Yep, foam generally suggests water in the fluid.
That or an air leak. Run steering hard right and hard left a few times and if air it should bleed out the air.

Since your fluid was low, I agree with J_J. Cycle lock to lock a few times and go about your business. Wait a bit after you shut down and check it again. It should gradually go away.
Water in the system will make a very slimy white foam. And I do mean slimy. And that will not go away on its own.

thanks I kinda thought that was it but wanted some other opinions ..i found where its leaking from under the steering column so I think I have replace the O-rings.....
