Since the tractor won't move, I'm guessing it has the 2 speed hydrostatic transmission instead of the optional direct 10 speed gear tranny.

There is no need or way to bleed the system. It is self-priming. That isn't the problem.

With tranny and 3pt not working it sounds to me like you have an air leak in the hydraulic suction line that goes from the fluid reservoir forward to the hydraulic pump. Your spin-on filter is also a possibility if it is leaking at the gasket. Are you sure the filter is tightened down and fitting right? The filter is a suction type and is part of the suction line - I'll bet that is where the air is getting in. Either that, or if may be sucking air at the fittings where the pipe connects to either the reservoir or the pump.
A suction leak lets air in, but will typically only dribble a little bit of oil - and then only when the engine not running.
luck,

Did you clean the suction screen?

The spin on filter is a charge pressure filter for the hydrostatic system. It is not a suction filter.

Well, that's a new one on me, and it would make the Ford/Shibaru 1210 unique among compacts of that era. Please post a diagram of the hydraulic system if you have one available.

Maybe new to you, I can't really help that.
New Holland 121 - 3 CYL COMPACT TRACTOR(1/83 - 12/86) Parts Diagrams

Reference #4 is described as a filter but called out as a strainer in the notes column. It is in fact a metal mesh screen. #9 is the charge pressure filter element.

That design is actually common to many hydrostatic drive CUTs of that time. The Ford 1110 and 1310 are similar, Early Kubota B series models and several Deere /Yanmars use suction screens and charge pressure spin on filters. I'll let you look those up.

Edit: I see my link didn't go all the way to the relevant page. It is 07M03 HST Piping, the last listing in the transmission section.
