My 1700 3pt will not raise I'm assuming it's the pump we already took the screen out and cleaned it and put new fluid and that didn't help when it's cold out it'll work some when the oil is thick but once it warms up you get nothing. My question is where is the pump located and how hard is it to removed and rebuild

Why do you assume it's the pump? There are a few other things to check before I'd act on that assumption.

Because when it's cold and the oil is thick it works so I'm assuming the pump seals are bad

More likely the seal in the lift piston under the seat. JC-Jetro can walk you through the repair for this.

I had to replace mine on my 1700. Most owners have already done this repair. Order the seal before you start. It is a fairly easy repair, I did my own a couple years ago. When the seal is bad the 3 point will drop down after (if) you get it to lift.

The most apparent sign of a bad seal is if you can get the 3 pt to raise. shut off the tractor. If the lift slowly returns to the ground the seal is bad. It can take just a few minutes or happen overnight depending on how bad the seal is leaking.

The only time I can get it to raise is in the winter when it's cold

I would try the new seal fix before spending several hundred on a new pump. Seals are under $20. Even if that is not the problem, a new seal will last a long time and the lift will work better.
What do you use this tractor for without a 3 pt lift?

most likely it is the seal on the lift cylinder. it is quite easy to replace on 1700. I had a complete overhaul with pictures that unfortunately my pics were zapped by image hosting company. If you have a liquid filled the you can check the pressure right at the lift cylinder head to see if pump develops any pressure also. I can re-post pics on pump overhaul or seal replacement if you end up needing them.
