I have checked the injector pump and can see that the throttle is moving freely but it does not move the cams in the injector pump. I have taken the side cover off and can see the spring looks ok but not sure of what the throttle lever is going to move to make the cam rotate to allow fuel to flow?

So what your saying is, u have a stuck control rack..
Look at the upper part of the opening.. u see the 2/3 gear looking things.. they should be moving back & forth..
Pull the stop & they should move.. if not, the rack is stuck..
Do the springs & rollers go up & down when u crank the engine.??

Loosen the fuel INLET line going to the front of the inj. pump & spin the engine.. wait till u get fuel up there & tighten.
Next, loosen the bleeder screw to the upper left of the side cover opening.. spin the engine & wait till u get fuel there & NO AIR & tighten..
Now spin the engine for a 10-15 sec count.. if it doesn't hit.. loosen the lines AT THE INJECTORS & spin the engine till u get fuel squirting out of those 2 lines & tighten.
It should hit & fire off now..
Do all the bleeding & starting at full throttle..
U said the rollers & springs were going up & down... what about the control segments.?? were they moving when u move the throttle.??
Does it have a separate shut off cable.?? if yes, have the throttle at FULL & pull & push the shut off at the same time to try to break the segments free..

Thanks for all the info I have been bleeding the lines and have fuel all the way to the top of my injector but it looks like it does not have the pressure that I seen from the tractor in the past. The control segment does move but not much with the throttle full open. No I do not have a separate shut off cable. Thanks again for the inputs.
