I've recently been working on getting an old 1710 running that I intend to purchase from a family member. One thing I've noticed is that the PTO when engaged does not stop turning even with the clutch pressed all the way in. Is there anyway to confirm that this tractor comes with a 2 stage clutch, and if so is it possible that it's just a linkage adjustment? For driving, I've noticed the clutch doesn't begin to bite until the last 3 inches or so of releasing the pedal. Engaging the pto while running does grind without a forceful engagement of the lever and even then it feels concerning.

If it is in fact a single stage clutch, what's considered the best procedure for engaging the PTO without damaging the gears. Is it just a matter of reducing RPMs to as low as possible and engaging?

It's a 2wd model market with 1710 UL Model AL313A.

You can look at the link for reference. 1710 does come with option of live PTO. it does not clearly says it is dual clutch but vaeity but most likely it will be that for vintage of your tractor. The best way to engage mechanical PTO without grinding is to do it on low RPM with transmission in neutral (or clutched ) and then engaging the PTO. My 1700 is has transmission driven PTO and a mechanical coupling so I have to stop and engage the PTO without grinding.

if what you have is a dual clutch then adjustment might be performed to disengage transmission with the pedal in 1/2 pressed position and PTO with pedal fully pressed.

I see a rubber hand hole housing on the picture for 1710. If that is anything close to what I have then you can remove the cover and actually verify type of clutch you have.

If it does have a two stage clutch, the PTO clutch is possible rusted together and stuck.
One possible way to free up the clutch is to attach a brush hog and run it in high grass with the clutch depressed.
You would have to engage the PTO before starting the tractor, safety switches would have to be bypassed.
These little guys can be tough to start alone, adding the extra drag on the brush hog may make it more difficult to start.
