Are you really saying the oil in every reservoir is milky? Engine, PAS, Driveline? Share a little more background and circumstance (like the tractor fell through the ice) with us as none of us is blessed with a crystal ball.

Milky oil is generally a sign of water contamination. How is your coolant level? Any chance you have a bad head gasket or cracked head?

Yes the Engine,PAS.and the driveline,I changed the oil and it cleared up some but dose need changing again or would you run it for a few days? I can,t say what happen but the motor looks like it has new gaskets.

I would just run it enough to circulate the oil through the system, cycle each system involved, and then change the oil again, and again, until the water (milky appearance) is gone. Water can be very destructive to machined surfaces as it has no lubricating characteristics.

Is this rig new to you? What can you find out about it's history? It is strange to have water contamination in every system. I do wish you well in resolving this.

Sounds like it may have been stored in a place prone to condensation. Such as a barn cleaner room where it may go out in the cold, run for a short period then put away. Or taken out in the cold and put back in the warm humid area where internal condensation occurred. I would run it till it was good and warm and change the oil again, may have to do this a few times. Could also take the cover off transmission, drain and flush with diesel fuel, then refill with oil.

I rebuilt my 5000 Ford from the block up. The oil was milky looking for 4 oil/filter changes. Changed the oil after 6-10 hours run time to be safe. I think it was just flushing out everything. It cleared up and has run great for the last 2 years.
If your not gaining fluid and it's running good, I wouldn't be concerned. My rebuild was due to a pinhole in the block, leaking water into the crankcase. Gained fluid at every check and that WAS milky.

Sounds to me like the tractor took a swim. As others have said, you need to get it cleaned out. Warm it up, drain the fluid, let it drain good. I have also rinsed them with diesel fuel before adding new oil... Once you get most of the water out, you can add a product that helps get moisture out. I think it is called seafoam available at a parts store. I would not use this stuff in the hydraulic system.
