hydraulic arms for 3pt. hitch wont lower? service manuals address failure to lift in the troubleshooting but not lowering....actually nothing happens. i removed the backhoe. capped low pressure(largest line with plug provided and looped from hose to pipe on both the backhoe and tractor. there seems to be no other way connect the loop. i checked fluid level in rear end with the small square level plug at right foot rest. fluid was low ...took a gallon or more to pour out plug. still no reaction on the lift arms???? also the pto seems to be engaged all the time even without the lever being pulled? Any help would be great.
