Ford 445 Industrial Tractor Steering Problem

Fluid is full, but steering wheel just spins and spins with nothing. I can lift the front end off the ground and make the wheels turn Is there a power steering filter in the reservoir?

Yes, there is a filter in the reservoir, but it won't have much affect on your problem. On the other hand, a bad piston seal in the steering cylinder could cause the effect your describing.
