Ford 4610 Oil leak from steering wheel

Hi

I have a Ford 4610 II that has oil coming out of the middle of the steering wheel. I bought a new seal and changed it but after a few hour of operation the leak started again. I am not a mechanic and I don't have the shop manual for the tractor so it seems that my common sense is not enough this time to fix the tractor. Can anyone help me on this, what to look for the next time I try to replace the seal or if I replaced the right seal. Thanks

it is the seal on the top of the steering box not the seal on the tube that comes up the to the steering wheel
