My throttle is not staying put. It sure seems as if it is snug/tight, but it slowly revs down, and won't stay where I put it.

I actually have a NOS fiber friction washer that my father in law gave me when he gave us the tractor.

Is there any more to installing this other than removing the lower cover panel, removing a nut and some washers (per the diagram below):

Are there any gothas, or any adjustments that need to be made after replacing the disc?

No, pretty straight forward. I usually hose it down well with brake cleaner and compressed air in the process, so the new disc rides on clean, dry surfaces. Put it all back together and tighten the nut until the lever stays where you put it, then another turn or two so it's good and stiff.

In the past I have used a piece of HF welding apron (Suede Leather) and cut two disks , punched a hole in the middle and used it as a friction washer, and as Johny Cash would say, "It didn't cost me a dime",😁 It does work real good.
