Ford 5600 PTO height adjuster won,t stay constant

On this ford 5600 when you set the height of the three point hitch to where you want for the bushhog it won't stay at the level you set it. I have cleaned the friction washers and reassembled and tightened the nut to where it's hard to move, but after I start to mow it will ease up or down on it's own. You have to constantly adjust it to keep the mower level. Frustrating at the very least! Any suggestions welcome,thanks.

Sounds like the linkage is wore to the 3pt valve and the running of the tractor lets the spool move off center just a little with it going up or down. I wouldn't think it's the feed back adjustment with it going up.
