Hoping somebody can chime in who's had one of these apart. I borrowed a 3PH tiller from a friend the PTO shaft was about 1/2" too long and my bad for not checking first!
Long story short version I backed up before completely raising the tiller and it pushed the PTO shaft in about 1/2". Managed to break the bearing casting where the inner circlip groove is on the PTO shaft bearing housing.
I've replaced the PTO shaft with a new 1 3/8 assembly and PTO operates correctly.
However since this occurred the transmission is seemingly stuck in 1st with drive occurring where the PTO clutch engages if the tractor is running.

I've pulled the top cover and the selector is operating correctly , if I shift to a gear and operate the clutch with the tractor not running I can spin the gears by hand with the pedal depressed 1/2 way to release the drive clutch and the pedal completely releases the PTO clutch and will allow me to hand turn the PTO shaft. so seems to operate normally for 2,3,R,4, & 5

If I select 1st gear the clutch pedal needs to be depressed completely to release the transmission gears and it has a bit of drag from the clutch. You can feel it by hand with the tractor not running & turning gears by hand, and the tractor tries to creep forward with clutch pedal fully depressed when starting it up.

If I start and run the tractor I have the travel normally associated with the PTO release before the tractor moves in what feels like first gear, even in neutral.
The shifter does move all the splined couplers correctly and they are all in the centers when tractor is in neutral so it's not a slipped fork or gate pin, yet the tractor will move forward in what feels like 1st when running and clutch releases at the PTO release position so the tractor will stop. Though it feels like it wants to creep forwards when doing so.

Looking at the exploded diagram the only conclusion I can come to is it's either the thrusts between 1st gear and the PTO output shaft or the bushing has broken on the PTO output shaft running inside the trans countershaft

Tractor stubbornly drives at this same speed no matter what gear you select with engine running. Hoping somebody has run into this before as some of the parts have a long waiting time and some are NLA.

Any thoughts are appreciated. Hoping to get parts here before I start the teardown, though I do have a line on a parts 851/861. Just waiting to find out if it's live PTO or not and may end up doing a swap to get the gal moving for snow blower season!

You will have to tear it down unfortunately to see what parts will need to be replaced. Otherwise guessing at what you will need, and odds are will still need to find parts after tear down. Keep us posted about what you find when you do get it apart and find the issue.

Accurately guessing part needs for that type of failure is impossible. Tear it down, buy what you need.
