If it's real cold out the shift lever should be hard to move. If it's really cold out the darned thing will be almost impossible to move if there is normal oil in the transmission. 
In fact the engine may stall at normal high idle if the clutch is released with the transmission in neutral just due to the heavy oil and all the resistance. Many times one must ride the clutch to keep the engine from stalling.
