Hydraulics not working to raise the lifting arms. What could be the problem besides low fluid or pump

Is this a 3 cylinder or 4 cylinder 2000?

Were things working before you drained the fluid? Did you check the strainer or filter for crud build up which would block fluid flow to the pump? I do hope you refilled the fluid to the proper level.
