Ford NH 1620 transmission empty, but dipstick overfull

Can anyone shed some light on how this is possible? The hydraulic dipstick shows 4 inches overfilled, when I opened transmission drain plug to drain some fluid, there was no fluid, drain-plug wasn't even wet. Plugged filter?

Which plug are you pulling? the one right behind the engine is the drain plug for the clutch. No fluid should come out. There should be a plug further back on the tractor.
