Found TC29D Hydro with Cab - Some problems to fix

Gentlemen, I found what I think would be a good deal on a TC29D. The good: It has under 600 hours The Bad: He told me the 3 point linkage is not working - says the actuator is rusted stuck - not the 3 point itself. He said he had it running but now he has to replace the starter. It has no mower. It has no loader. It has a cab but no ROPS - this is the tough one. It has turf tires. It does not have supersteer (good or bad). It had had a broom attached and he said that is why it is rusty. It was used by the city for sweeping streets only so nothing else has ever been used.

How much is a ROPs (cant mow with a cab on)?
What are your thoughts?
How much is it worth?

Would $5000 be crazy low?

Given municipal use, lack of loader, lack of ROPS, rust related repairs I think that is the ballpark.

Arnold, i think yiu are right. But actually it could be $4000 because $1500 to add ROPs Thx!
