I generally replace my fuel filter every 6 months. Right before (late fall) winter season, I'll swap for a new filter and then again in late Spring just before the summer-fall work season.
In the past, the refiners would switch from summer blend fuel (No. #2) to winter blend (No. #1). I'd try to track that refinery switch with fuel filter swap outs.
I've heard that the new diesel fuel standard ULSD, does not mandate a fuel blend change with the winter blend vs a summer blend. Haven't followed up on that directly --- so, can't verify one way or the other. Even so, I'll likely stay with my old habit of new fuel filter every 6 months.
Nonetheless, there have been quite a few discussions here on TBN (Oil, lubricants, forum) about the new fuel and problems that folk's have had to deal with --- and the solutions, etc.
I've been using Power Service religiously in my tractor, Chevy DuraMax and Ford 7.3L with no problems... (knock on head); since the new fuel came out!
Best of luck sorting out your 4500's fuel problem.
