Fuel HEAT glow light is no longer working

My 21 hp tractor痴 fuel HEAT glow light is no longer working and the tractor takes longer to start and it smokes before it starts. It also cuts off sometimes now. How can I fix this fuel heat glow light problem and what is the standard service maintenance for this tractor?
