It is just moving the links. It rotates the centering spring a little each way. If the centering spring stopped rotation, it would not happen. I wonder if that should not rotate at all?

Check the linkage there at the pivot point. On my backhoe I had one decide to pop loose giving me a lot of 'play' with that control. I had to figure up a redneck way of fixing it with some zip ties so it didn't pop loose.
