Hi there,
If in fact it really is a problem with fuel cut off solenoid, here are a few things to check/try:
-turn on the lights... is one bulb burnt out or does one bulb look brighter than the other? I once had a bulb short internally... but not a full short... that was a wierd problem...
-pull out the headlight bulbs (just disconnect the wire at the bulb) and see if the tractor still stalls when you turn on the light switch.
-figure out how to test the fuel cut off solenoid and see if you can determine if it is being activated by anything.
-if the lights really do draw down the battery voltage so much that the fuel cut off solenoid activates (or deactivates), you likely have one of these problems 1) faulty solenoid switch drawing too much current (unlikely) or 2) both the battery and alternator are too week to supply the current to the headlights without dropping the battery voltage (very unlikely if the battery can actually glow the plugs and start a diesel tractor).
-think outside the box... perhaps it has nothing to do with the fuel cut off solenoid...
on the bright side, you didn't say it was intermittent so it should be "easier" to troubleshoot.
